You might want to have a read of this definition of a role-playing game, by one of the developers of Age of Decadence. Then read the interview on Rock, Paper, Shotgun, and the discussion about the strengths and weaknesses of turn-based play that preceded it.

But yes, the focus of a game is relevant, the terms do have meaning.
